Ukraine's President Claims Putin Initiated Dialogue After Cruise Missile Proposals

Ukrainian President Volodymyr Zelenskyy declared during his trip to Washington that Vladimir Putin's decision to request talks with the US president demonstrates Moscow is on the defensive. He remarked, "It's evident that Russia is rushing to resume dialogue immediately after it hears about cruise missiles." These remarks referred to earlier comments about providing long-range weapons to Ukraine.

Political Developments and Global Responses

A former American diplomat, a foreign policy expert, observed, "Putin is trying to disrupt the momentum toward increased sanctions on the Kremlin." He added, "The outcome will become clear tomorrow, but the likelihood of moving toward a truce by pressuring Russia to get serious appear to have decreased."

The situation came after Trump had in recent days been strengthening his rhetoric toward Moscow until Thursday's call with Putin, which the Kremlin characterized as "extremely open and trustful."

EU Fuel Restrictions and Market Impact

The European Union have established a mandate for fuel suppliers into the European Union to prove their fuels are not sourced from Russian oil, according to a document released on Thursday. This step is included in the EU's forthcoming ban on purchases of refined products made from Russian petroleum, which forms part of its 18th sanctions package against Moscow over its military actions in Ukraine.

Market experts observed that trading activity appeared to be factoring in the possible end of Indian imports of Russian crude. Several Indian refiners are getting ready to reduce purchases from Russia, with projections of a phased decrease, according to sources knowledgeable about the situation.

"This is a favorable turn for the crude oil price as it would remove a big customer of Russian oil," commented a market analyst, noting that crude values were steady on Thursday.

Military Situation and Energy Strikes

A large-scale Moscow's drone and rocket assault hit energy infrastructure in Ukraine's eastern regions on the same day, resulting in outages in multiple areas. Ukrainian officials stated that Russian forces deployed numerous of drones and dozens of missiles, along with aerial munitions.

"During this fall, the Russian forces use daily opportunities to attack at our energy infrastructure," said Volodymyr Zelenskyy, adding that strikes impacted the regions of Chernihiv, Kharkiv, Poltava, northeastern Ukraine and Vinnytsia.

Global Political Reactions

This initiative, dubbed the "European drone defence initiative," is projected to start operations initially by the end of 2026 and be fully functioning by the end of 2027. Brussels aims to obtain the backing of EU leaders at a summit next week.
